Charges say Frank Russo helped land job in return for gifts

Cast: Frank Russo, Jerry Skuhrovec, Vince Russo, Probate Judge Anthony Russo, former Sheriff Gerald McFaul, County Commissioner Jimmy Dimora.

Scheme: Russo traded his influence in landing a job for gifts, other things of value and "personal economic advantage" on a foreclosed property, according to charges filed Thursday.

Between 2006 and 2008, Russo helped someone described in the charges as Public Employee 40 and matching the description of Jerry Skuhrovec, a part-time employee in the auditor's office, get another part-time job as a real estate appraiser with the sheriff's office.

Prosecutors say Russo, McFaul and Dimora discussed the hire at a restaurant in March 2008, with Dimora telling McFaul that he wanted Skuhrovec to be eligible for Public Employees Retirement System benefits. Neither McFaul nor Dimora is identified by name, but their job descriptions match those of Public Official 12 and Public Official 1, respectively.

Earlier that month, Russo told someone that Skuhrovec raised $8,200 at a fundraiser for Russo's brother, Anthony, who ran successfully for a judgeship in Cuyahoga County Probate Court. Anthony Russo is not named, but he matches the description of Public Official 11.

In the summer of 2008, Skuhrovec asked Russo if Russo's son, Vince, might be moving closer to the auditor. Skuhrovec told Frank Russo about a house on Chagrin River Road that he had appraised at $180,000 or $190,000, which Russo called a "steal." Vince Russo also is not named, but matches the description for Business Employee or Executive 13.

Despite his interest in the house, there is no indication that Frank Russo purchased it.
